Starting October 17, 2026, sales or commercial calls placed in Spain must originate exclusively from numbers in the 400 range. This applies to any business that does prospecting, offers, or outbound sales to customers in Spain, including if you use Vixiees to manage those calls.
Information or customer care calls (support, renewals, account management) remain under their own regulation, already in effect before this, and don't change with this new rule.

1. What exactly does the new law say
Spain's telephone numbering regulation (Resolution of April 14, 2026, BOE-A-2026-8409, Secretariat of State for Telecommunications and Digital Infrastructure) establishes that businesses can only place two types of outbound calls, each from its own number range:
- Sales / commercial calls (cold calling, offers, telemarketing, any outbound activity aimed at closing a sale) → must use the 400 range.
- Information or customer care calls (support, renewals, account management, post-sale follow-up) → use already-approved geographic or 800/900 numbers, under the regulation that already existed.
You can't mix both call types under the same number. If your operation makes both types of calls, you need a dedicated number for each use.
The definition of "clientela" (customer base) under Article 3 of Law 10/2025, of December 26, which regulates customer care services, is relevant here (full text on the BOE).
2. "But my leads authorized us to contact them" — does it still apply?
Yes. This is the point that confuses businesses the most: the law does not distinguish whether the recipient authorized being contacted or not. The lead's consent does not exempt the business from using the correct numbering. The regulation classifies calls by their purpose (sales vs. information/customer care), not by whether the contact previously consented.
In other words: having your leads' permission to call them doesn't let you keep calling from a regular landline or mobile number if that call is a sales call.
3. What happens if you don't migrate in time
Starting October 17, 2026:
- Carriers will block commercial calls placed from non-compliant numbering (i.e., from regular landline or mobile numbers used for sales).
- Businesses that fail to comply may face administrative fines ranging from €100,000 to €2,000,000, which are the responsibility of the account holder.
4. Status of 400 numbers in Vixiees
400 numbers are now available and you can request them now. Keep in mind that, for the time being, delivery times cannot be guaranteed to match those of traditional Spanish landline or mobile numbering — they may take somewhat longer to provision.
